
"OLDTIMERS MOTORCYCLE ASSOCIATION"
WASHINGTON CHAPTER
Constitution and Bylaws
Article 1. Name
a) This organization shall be known as the "OLDTIMERS MOTORCYCLE ASSOCIATION" WASHINGTON CHAPTER.
Article 2. Purpose
a) A non-profit association.
b) To provide and encourage dirt competition events for older motorcycle riders.
Article 3. Eligibility
a) Members must be forty years of age or older.
Article 4. Membership
a) Application for membership must be made in writing to the Executive Board at any club activity along with proof of age.
b) Yearly membership dues shall be $12.00 per year. Failure to renew shall terminate membership. New member dues shall be prorated.
c) Members are expected to maintain high standards of conduct conducive to the best interests of the association and consistent with the rules and regulations of this association.
d) Any conduct not compatible with these bylaws or any infraction of the rules and regulations of this association shall be cause for the suspension or expulsion of a member at the discretion of the Executive Board.
Article 5. Officers
a) The elected officers of this association shall consist of President, Vice President, Secretary, Treasurer and Referee. The Sergeant at Arms shall be appointed by the Executive Board. The elected officers shall be known as the Executive Board.
Article 6. Duties of Officers
a) The President as the chief officer shall direct the business of the association; shall preside at the meetings of the association and the Executive Board; shall appoint with the approval of the Executive Board, standing and special committees to implement and carry out the purposes and objectives of the association; call special meetings of the Executive Board when necessary for conducting association business; fill vacancies occurring in any office with the approval of the Executive Board; supervise the duties of all other officers and maintain a capable working organization.
b) The Vice President shall in the absence of the President perform the duties of the President and perform such other duties as assigned by the President.
c) The Secretary shall keep the minutes of the meetings of the association and Executive Board; maintain a roll of the membership and perform such other duties as assigned by the President.
d) The Treasurer shall receive all funds of the association and deposit such funds in the association account; sign all checks with the President; make remittances as required; pay bills authorized by the Executive Board; maintain a detailed account of all receipts and disbursements and submit to the President and, any and all doubtful bills, claims, or demands. At the end of the term of office, the Treasurer shall deliver all books and records of the club to the incoming Executive Board for audit.
e) The Sergeant at Arms shall maintain order at meetings and other association events as directed by the President, levy and collect duly authorized fines and perform such other duties as assigned by the President.
f) The Referee shall make the sole and final decision concerning member's protests at association competition events; shall temporarily appoint track observers who shall report to the referee.
Article 7. Duties of the Executive Board
a) The Executive Board shall have supervision and control over the affairs, funds and property of the association. It shall authorize disbursements of association funds; submit recommendations to the association membership for amendments of the Bylaws and perform such other duties as the association or these Bylaws may require.
b) Meetings of the Executive Board may be called any time by the President or three members of the Executive Board when required for the orderly conduct of the business of the association. All members of the Executive Board must be duly notified of every meeting.
Article 8. Elections
a) Nominees for office must be present at the time of election or must have consented to serve in the capacity for which he is nominated.
b) The President or Vice President is not eligible to succeed himself in office.
c) Elections shall be held at the regular meeting falling closest to the 27th of January of each year.
d) Terms of office are for one year.
e) Elections shall be held under Roberts Rules of Order.
Article 9. Procedure
a) Roberts rules of order shall govern procedure in all cases to which they are applicable and in which they are not inconsistent with these Bylaws.
Article 10. Amendments
a) These Bylaws may be amended at any regular meeting of the association by a two-thirds vote of the members present provided that notice of such a vote was given at the regular previous meeting, with the following exceptions: Article 2 and Article 3 shall stand as written for the life of the association.
Article 11. Dissolution of the Association
a) This association may be dissolved and its activities terminated by a two-thirds vote of members present providing they consist of a quorum being two-thirds of membership at any regular meeting, provided that motive of such a vote was given at previous regular meeting.
b) If this association is dissolved and after payment of all bills, claims and demands, any remaining assets of this association shall be divided equally among the then current members of this association.
Article 12. Competition numbers
a) Association numbers will be assigned to all members in order of membership during the first year. At the end of first year, numbers shall be assigned by association chapter point standing.
Article 13. Point system.
a) American Motorcycle Association, District 27, point system shall be used.
Article 14. Chapter
a) This is Chapter 5 of OLDTIMERS MX ASSOCIATION (California) and shall be known as OLD TIMERS MOTORCYCLE ASSOCIATION, WASHINGTON CHAPTER. Any subsequent chapters shall be numbered according to their priority in joining.
b) Any subsequent OLDTIMERS MOTORCYCLE ASSOCIATION groups formed within the State of Washington shall not be separate chapters, but divisions of Chapter 5 of Washington OLDTIMERS MOTORCYCLE ASSOCIATION.
Article 15. Founder
a) The Founder of OLD TIMERS M/C ASSOCIATION, WASHINGTON CHAPTER is Mr Bill McCandless
b) The Washington Chapter was granted by the Parent organization, OLD TIMERS MX ASSOCIATION (California) and the original Founder of all OLDTIMERS, Mr Edward Poore.
